To understand the needs and wants across government sector agency and freight forwarding companies, we began to conduct study reasearch in the internal workflow on each side asfollows:
In 2003, we went to Batam Island and approach local government agency, conduct a formal meeting and discussion related to internal Port Management including internal Customs Management.
We also gathered a formal meeting between BIDA (Batam Industrial Development Agency) which is local Batam government that supervized Port Agency and Directorate Customs and Excise Jakarta on date of 23 May 2003.		  

We also conduct a formal meeting with the officer staff of Batam Port Agency in order to examine the internal workflow of management vessel berthing and anchorage.
On 23 June 2003, we implemented the Port Agency Application so called SIMOPEL (Sistem Manajemen Operasional Pelabuhan)
